Nassau remodelers, grouped by the town each one is based in. Before any of them opens a wall, look up the county license number on the estimate.
Nassau County licenses home improvement contractors through its Department of Consumer Affairs. The county says it is against the law to run a home improvement business in Nassau without that license, and every licensed contractor has been fingerprinted. Use the lookup before you sign.
Permits are a different office. In Nassau they come from your town, city or incorporated village, and the rules differ from one to the next. The Village of Floral Park, for one, publishes its own finished basement guidelines and bans basement bedrooms. Call the building department that covers your street with the scope of the job.
On a contract signed at your home, Nassau’s checklist says you can cancel within three days, and recommends doing it by certified mail with a return receipt.

Ask your town, city or village building department. Nassau's consumer checklist says the owner is responsible for getting permits, or making sure the contractor does, unless the contract gives that job to the contractor.
